HHS heating to be installed right now?

Question from Janak: 

Do I have to provide heat pumps right now before a property manager can rent out my unit? My property manager says heat pumps are needed before they can advertise and rent out the property. 

Your question goes to how the compliance deadline interacts with the terms of your management authority: All private rentals must comply with the heating standard within 90 days of any new or renewed tenancy on or after 1 July 2021 and all private rentals complying no later than 1 July 2024. However, property management companies for very good reasons could require all onboarding rental properties to be fully HHS compliant before it is prepared to assume agency. We suspect what you are being asked to do in this instance stems out of the management company's terms of trade as it is certainly not rooted in law. 

In general, we recommend landlords to comply with HHS standards as soon as practicable. Early compliance not only gives you ample cost benefits but also peace of mind for yourself and your tenants.
